Self-employed businesspersons and workers of municipal enterprises manufacture over 90 percent of all chum (skin-tent) components for incentivizing young families. The projects involve 130 experts from communities of indigenous small –numbered peoples, as per the press service of the Government of the Yamal-Nenets Autonomous Area. They work all year round; materials are procured in autumn and spring, and components and parts are manufactured in summer.Introduced in 2021, the so-called “chum capital” program aims to motivate nomadic young families in the Yamal-Nenets Autonomous Area. In all, 456 families have obtained this kind of support to date.Each skin-tent kit includes 35 tent poles, two winter and two summer “nyuks” (outer covers or cross-linked skin sheets to cover pole framing of conical form), a stove with a heat-absorbing floor-mounted metal sheet, one cubic meter of trimmed boards and two sleds. One kit costs over 500,000 rubles. Each young family receives one kit once and free of charge.This supporting measure was initially allocated following the birth of third and subsequent babies. In 2025, local authorities started issuing tent kits or such a “chum capital” following the birth of second children. Young families wishing to join the program should submit applications to municipal administrations at the place of their residence.
