During his meeting with Vladimir Putin, Alexander Tsibulsky informed the President about construction of a major logistic complex, part of the Arkhangelsk seaport.
According to the Governor, the facility will function as a fishing port with storage infrastructure and refrigerators capable of storing up to 25,000 tonnes of frozen fish and 200 tonnes of live crab for both export and domestic markets, the Governor noted.
The project, due to be implemented until 2030, is to receive about 2.1 billion rubles’ worth of investment. The complex will also have a facility for storing 400 reefer containers.
In his report, the Governor focussed on ship repair issues.
He noted that the sprawling Sevmash and Zvyozdochka shipyards were building a floating dock, and that another dock was under construction at Krasnaya Kuznitsa. This will make it possible to considerably expand ship-repair capacities and volumes, the Governor added.
Under the federal dock program, the region implements large-scale projects for modernizing the ships’ salvage infrastructure, including construction of floating docks for Sevmash and Zvyozdochka. Once commissioned, they will reduce shortages of dock facilities to pursue civilian and defence industry objectives.
The region also actively develops the local shipbuilding sector.

“We have virtually launched our shipbuilding sector in 2026, and we build our own barges. The White Sea Logging Company and Stalkersever Co. manufacture tugs; we are to procure 110 tugboats by 2030,” the Governor noted.

According to Tsibulsky, all products already meet current requirements and can compete with foreign equivalents. The development of the small-tonnage and auxiliary fleet creates the required potential for Arctic navigation and for expanding freight traffic volumes via the Northern Sea Route.
While discussing the timber industry, the head of the region noted that local production facilities had manufactured harvester heads for logging operations using 80 percent of domestically produced equipment.

“Today, we have launched a shop with an annual capacity of up to 200 harvester heads, he noted. In effect, our timber industry companies can use these products,” he said.

The region also launched the first high-capacity line for grading and sorting sawn materials.

“We have manufactured a complete line,” he said. “Even this experimental line which is currently being tested shows that its parameters are better than Western equivalents because our developers heeded all the remarks from our businesses,” Alexander Tsibulsky added.

The wooden housing construction sector is also expanding rapidly. The region will provide special regulations obliging companies to build wooden housing for their employees and to provide certain benefits. The first project will kick off later this year.
