Own Home in the Arctic program to be launched in Murmansk Region in March
The Own Home in the Arctic program will be launched in the Murmansk Region this March. Under the program, participants will be eligible for a one-time subsidy covering 30 percent of the cost of a private home. The maximum amount of state support will be capped at one million rubles. This was announced by Murmansk Region Governor Andrei Chibis during his annual press conference.
Fourteen categories of residents will remain eligible for subsidies to support the construction or purchase of housing:
• Large families;
• Families in which both spouses are under the age of 36
• Single parents under 36 with children under 19
• People with disabilities and families raising a child with disabilities
• Healthcare and education workers
• Participants in the special military operation and their families
• Combat veterans and their families
• Young scientists
• Participants in the Arctic Hectare program
• Employees of the military-industrial complex
• Participants in the military savings and mortgage system
• Employees of government agencies responsible for military security and mandatory social insurance
• Internally displaced persons from Ukraine, the Luhansk People’s Republic, and the Donetsk People’s Republic
In 2025, a total of 225 housing certificates were issued in the Murmansk Region under the Own Home in the Arctic program, amounting to 214 million rubles in funding.
The program is most actively used in the Kola and Kandalaksha districts, as well as in Monchegorsk and Murmansk. The lowest uptake has been recorded in Kirovsk, Severomorsk, and the Kovdor District.
