Russia and China come to terms on developing the Northern Sea Route

The sub-commission on cooperation in the Northern Sea Route (NSR) of the Russian-Chinese Commission on Preparing Regular Meetings of Heads of Government has worked out joint solutions at its second meeting in Harbin, the Russian Ministry of Transport reports.  

Deputy Minister of Transport Alexander Poshivai stressed in his remarks that the NSR was one of the most important and promising international transport arteries.

“In this connection, it makes sense to explore a number of possibilities aimed at creating a transport system impervious to sanctions imposed by the unfriendly countries, a system geared to meeting freight carriage requirements existing between Russia and China,” a ministry communication says.

Mr Poshivai also dwelled on training sailors for navigation in the polar waters, specifying that over 320 foreign citizens had graduated from Russian training and simulation centers.

 On June 23, 2025, the Admiral Makarov State University of Maritime and Inland Shipping and the Dalian Maritime University signed a Memorandum of Understanding in Dalian.  Russia has also submitted a draft Memorandum between the Ministry of Transport of the Russian Federation and the Ministry of Transport of the People’s Republic of China on training specialists for ships operated in the polar waters.
