Federation Council Speaker Valentina Matviyenko supported Murmansk Region Governor Andrei Chibis’s initiative to coordinate federal incentives granted to certain market participants with regional authorities during the parliamentary hearings On the Parameters of the Draft Federal Budget for 2026 and the Planning Period of 2027 and 2028.

She stressed it would be expedient to consider particular characteristics of northern and Arctic regions when drafting the 2026 federal budget.
