The Ministry for the Development of the Russian Far East and Arctic has finalized a concept of a single preferential regime for the Far Eastern Federal District and Arctic, the head of the ministry, Alexei Chekunkov, said at an extended meeting of the Federation Council Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs.“The bill’s concept is ready, and the bill should be passed in 2026, as per the President’s instruction, so that it would be enacted in 2027,” the minister noted. Under the new preferential regime, there are plans to stipulate a mechanism for protecting investors from the bad, low-profit market. The budget will also be protected, if the investor obtains sky-high profits; the relevant tax breaks should be divided between the investor and the budget.
