Residents of priority development areas (PDAs), the Free Port of Vladivostok (FPV), and the Arctic Zone of the Russian Federation (AZRF) invested more than 500 billion rubles in projects in 2026 under agreements with the Far East and Arctic Development Corporation (FEDC). Five key industries accounted for 95 percent of all investment, with mining and metallurgy leading by volume, the FEDC press service reported.
“State support measures make it possible to attract additional investment to the Far East. Thanks to these tools, existing enterprises are being modernized and new ones built, technologies are being introduced, highly skilled jobs are being created, and the Far Eastern and Arctic regions are receiving tax revenues to develop their territories and create social infrastructure, which contributes to a higher quality of life for residents of the Far East and the North,” said Yury Trutnev, Deputy Prime Minister of the Russian Federation and Plenipotentiary Presidential Envoy to the Far Eastern Federal District.
The bulk of the investment went to industrial and infrastructure projects:
˗ mining and metallurgy – 186.4 billion rubles;
˗ oil, gas, and chemical industries – 147.4 billion rubles;
˗ construction and development – 70.1 billion rubles;
˗ energy – 40.3 billion rubles;
˗ logistics and transport – 31.8 billion rubles.
Among the regions, the leader is the Amur Region, with residents investing 155.3 billion rubles. The Chukotka Autonomous Area came second (91.3 billion rubles), with the Primorye Territory in third at virtually the same figure (91.2 billion rubles). In the Trans-Baikal Territory, 67.3 billion rubles were invested, and in the Khabarovsk Territory, 28.1 billion rubles. In Yakutia, the figure was 23.8 billion rubles; in Kamchatka, 22.4 billion rubles; and in the Murmansk Region, 13.3 billion rubles.
PDA residents invested 422.8 billion rubles, FPV residents 44.4 billion, and AZRF residents 35.4 billion.
Over the entire period that the preferential regimes have been in effect, the cumulative volume of investment actually made has reached 6.04 trillion rubles: 4.9 trillion in PDAs, 794.6 billion in the FPV, and 346 billion in the AZRF.
“The 2026 results confirm that state support measures have proven their effectiveness as a tool for launching new projects. Behind every ruble invested are specific business initiatives, new production facilities, and infrastructure,” noted Sergei Skaliy, FEDC Deputy General Director for Investment Project Support.
Under agreements with the FEDC, residents are implementing more than 3,800 projects with a declared investment volume of 11.9 trillion rubles. A total of 187,500 jobs have already been created out of more than 346,000 planned.
For reference, the new regime will take effect on January 1, 2027. Current PDA, FPV, and AZRF residents will retain their operating conditions for the full term of their signed agreements.
