Yelena Yevtyukhova has been appointed Chukotka Autonomous Area First Deputy Head for Indigenous Peoples’ Affairs. The position is being introduced into the regional government structure for the first time.The decision was made at the first session of the eighth convocation of the Chukotka Duma, following a proposal by the Governor. Previously, Yelena Yevtyukhova headed Chukotka’s Department for Indigenous Peoples’ Affairs of the region, participated in drafting legislation related to indigenous peoples, and served as a deputy of the of Russian Federal Assembly’s State Duma of the eighth convocation.According to Yevtyukhova, the Governor’s decision to establish the position marks a qualitatively new stage in the region’s state policy towards indigenous peoples.“Elders and fellow residents have certainly welcomed this move, seeing it not simply as an important step, but as a historic event,” Yelena Yevtyukhova said in a comment to Arctic.ru.She added that the region has already developed a system of support measures for indigenous peoples, with relevant programs being implemented by every specialized regional department. However, there are, and always will be, initiatives that require greater efforts both within Chukotka and in cooperation with federal authorities, public organizations and agencies responsible for indigenous peoples’ affairs.“This is a position of great responsibility, and the work must focus not on sitting in an office, but on traveling throughout the region. That is precisely what the Governor of Chukotka has made a priority,” she said.
