A new law simplifying the rules for traditional fishing by the indigenous small-numbered peoples of the North, Siberia and the Far East will take effect on September 1, according to the official portal for the publication of legal acts.The key change is the introduction of a no-application requirement. Under the new rules, anyone included on the list maintained by the Federal Agency for Ethnic Affairs (FADN) will be able to fish freely within established quotas. Previously, members of indigenous small-numbered peoples had to submit an application each year to engage in traditional fishing.A transition period will remain in effect until January 1, 2028. During this period, members of indigenous small-numbered peoples who are not included on the FADN list will be able to fish under the previous rules. To continue fishing freely without special permits after the transition period ends, they must submit an application to the FADN by January 1, 2028, along with documents confirming their membership in an indigenous small-numbered people.
