Secretary of India’s Ministry of Ports, Shipping and Waterways Venkatesapathy Shivaperumal outlined his country’s key priorities for developing Arctic shipping and the areas of cooperation with Russia in his remarks at the 4th Arctic – Regions forum in Arkhangelsk.He noted that for India, technological leadership in the Arctic should be based on three key pillars: safe navigation, secure communication, and new technologies. The Indian delegation member also noted that crew training for navigating challenging conditions, as well as search and rescue exercises, are becoming important areas of Russia-India cooperation. Additionally, India is consistently pursuing a transition to clean energy, and Arctic maritime shipping is no exception.“We aim to use five million tons of green fuel annually for maritime shipping. This cooperation will help diversify existing supply chains on the global market and thereby contribute to stability,” he explained. Following the meeting, Arkhangelsk Region Governor Alexander Tsybulsky noted that India is among the region’s top five trade partners. “Our foreign trade grew by 25 percent in 2025. Pulp and paper products enjoy great demand on the Indian market, as well as heat-transfer equipment and Russian shipbuilding and ship maintenance solutions,” he said. The governor added that Arctic logistics was one of the key topics discussed at the meeting. Arkhangelsk is ready to become a platform for practical Russian-Indian cooperation along the Northern Sea Route. “We plan to build a new deep-water section of the Arkhangelsk seaport. This project generated particular interest among the Indian delegation,” Tsybulsky said.
