The Russian Far East boasts a basic infrastructure for supporting the regional film industry: The Far Eastern Film Commission continues to function, leading creative universities have opened their branches, and numerous film festivals and professional contests are organized.
According to the press service of the Ministry for the Development of the Russian Far East and Arctic, a coordination center for supporting projects, a center of competences for expanding the acting, screenwriting and HR potential and a projects promotion center will be established during the next stage.
Deputy Minister for the Development of the Russian Far East and Arctic, Elvira Nurgaliyeva, noted that screenwriting factories and educational programs were being launched in order to establish professional full-cycle filmmaking teams.
“Our objective is to create favorable conditions for implementing major film projects in the Far East, for accumulating regional competences and obtaining a long-term economic effect. The federal district’s interregional ecosystem, cited during the Tavrida cluster’s festival, is based on precisely these approaches,” she noted.
According to the Far East and Arctic Development Corporation, digital film assets are also becoming a tool for financing the creative economy of the Far Eastern Federal District. For example, Yakutia has launched the second digital financial asset called the Yakutian Digital Film Asset 2 for attracting investment into the creative economy. The funding will be used to produce and promote the film New Bogatyr (Sana Bootur).
“Far Eastern creative industries and the issuer have evolved from a pilot hybrid tool into a classical digital financial asset that can be used by a wide range of qualified investors. Our current key objective is to establish a sectoral standard making it possible to spread this experience to other regions and industries,” Acting Director of the Department for the Development of Territories at the Far East and Arctic Development Corporation, Vyacheslav Zavalin, noted.
During the Kinomayovka (May Day Film Convention) festival, part of the Tavrida art cluster, the Far Eastern Federal District received a certificate in the category First Interregional Ecosystem, following a survey called Platform of Film Commissions for evaluating the filmmaking potential of Russian regions.
