Meeting of the Russian part of the Intergovernmental Russian-Chinese Commission for Cooperation and Development of the Russian Far East and Northeast China
A meeting of the Russian side of the Intergovernmental Russian–Chinese Commission for Cooperation and Development of the Russian Far East and Northeast China was held on April 24 at the Ministry for the Development of the Russian Far East and Arctic.
According to the ministry’s press service, the participants discussed cooperation across a broad range of areas, including trade and economic ties, transport and logistics, industrial and technological collaboration, agriculture, and tourism.
The meeting was chaired by Vitaly Altabayev, Deputy Minister for the Development of the Russian Far East and Arctic.

“Expanding trade and economic relations with China remains one of the ministry’s top international priorities. Key priorities include launching new investment projects within international territories of advanced development, improving the efficiency of cross-border checkpoints, developing border tourism, and exports of Russian products,” he noted.

The participants also discussed joint cross-border tourism initiatives and the expansion of direct links between cities in the Far Eastern Federal District and China. A visa-free regime between the two countries remains in place until September 2026.
Currently, vehicle checkpoints in Blagoveshchensk and Kani-Kurgan are operating in test mode. The Blagoveshchensk–Heihe cross-border cableway is expected to begin trial operations in July. Discussions also covered the construction of logistics hubs in the Far East to support the development of the Northern Sea Route.
In addition, on the same day, Vitaly Altabayev held talks with Liu Jun, Minister Plenipotentiary of the Embassy of the People’s Republic of China in Russia at the Far East and Arctic Development Corporation, in order to review preparations for the sixth meeting of the Intergovernmental Commission for Cooperation and Development of the Russian Far East and Northeast China.
According to Altabayev, the parties are working to finalize interagency and intergovernmental agreements necessary to launch the first investment projects in the international territoriyof advanced development along the Russian–Chinese border.
It was noted that both meetings were held ahead of the third meeting of the Business Council, scheduled for May 16 in Harbin as part of the commission’s activities. On May 17-21, Harbin will also host the 10thRussian–Chinese Expo, a key platform for advancing bilateral cooperation.
