Arkhangelsk Region Governor Alexander Tsibulsky had a working meeting with Head of City Dmitry Morev. The officials discussed the socio-economic performance of Arkhangelsk in 2025 and also reviewed short-term plans.
According to the press service of the regional government, Dmitry Morev noted that the municipal economy had received almost 40 billion rubles’ worth of investment throughout 2025. The number of Russian Arctic Zone residents continues to increase in Arkhangelsk; their total number is now 208. A total of 235 investment projects worth 224 billion rubles are implemented.

“In 2025 alone, 38 companies obtained the status of residents; they implement about 50 investment projects with a total volume of 13.4 billion rubles. Last year, the companies created almost 2,400 jobs,” Dmitry Morev said.

The city also implements ten large-scale investment projects stipulating construction of 387,000 square meters of housing. Apart from housing, developers build socially important facilities at their own expense and subsequently allocate them to municipalities free of charge.

“On the whole, it should be noted that the construction sector commissioned 126,900 square meters of housing last year. This volume is quite impressive. In 2026. This year, in the context of implementing large-scale investment and other projects, we are set to commission almost 200,000 square meters, an all-time high since the early 1990s,” Dmitry Morev noted.

Twenty-one comprehensive territorial development contracts have been signed in Arkhangelsk; they cover 29 territories where 657,000 square meters of housing are under construction.
In 2025, Arkhangelsk authorities resurfaced over 11 kilometers of roads, 37 intra-block and courtyard lanes, 13 pedestrian crossings and installed 50 bus stop pavilions. Major works have been completed on Karpogorskaya Street, and the road is scheduled to open later this year.
The Governor and the Head of the City also discussed the renovation of Profsoyuzov (Trade Unions) Square. This year, it will be resurfaced, the pedestrian zone will be reconstructed, small sculptures will be installed, and trees and shrubs planted.

“You should personally keep an eye on the facility. Please note that a small island structure demarcating the square has been dug up, and you should complete it as soon as possible, so that people would feel comfortable during the upcoming season,” Alexander Tsibulsky noted.

Lomonosov Park, selected for improvement by local residents during a rating survey, is another key facility of 2026. This will be a two-stage project.
