In less than three years since the launch of the Arctic Mortgage program, 13,190 families in the Arkhangelsk Region have purchased housing on preferential terms, Governor Alexander Tsibulsky told Arctic.ru.The program primarily targets families in which both spouses are under 35, as well as employees in certain sectors. According to Tsibulsky, strong interest in the program reflects young people’s willingness to stay in the region for a long time, start families and build their careers there.“This is a very significanttool that helps people make long-term decisions and tie their future to the Arkhangelsk Region. Such conditions are rare: we are the clear leader in mortgage lending across the Arctic and Russia’s Far East,” he said, adding that young families can also receive social payments to purchase or improve housing.Additional support for families with children is provided through two government services (Gosuslugi) centers currently operating in Velsk and Novodvinsk. In 2025 alone, more than 800 families received assistance through these centers.Since last year, the region has also introduced alegal status for student families, granting access to special support measures. These include a one-time payment of 50,000 rubles to mothers aged 18to 25 upon the birth of their first child, as well as housing subsidies and preferential mortgage terms.The region’s larger cities are home to fiveyouth centers and 28 spaces designed to support civic initiatives. Young people can take part in volunteer, patriotic and community projects. The initiative attracts more than 90,000 participants each year.As Alexander Tsibulsky noted, around50,000 people are currently studying in Arkhangelsk, and developing strong infrastructure for young researchers is essential.“By consolidating our capabilities, we are creating solidprospects for Arkhangelsk to truly affirm its status as the birthplace of Mikhail Lomonosov and to become the scientific and educational capital of the western Arctic,” he added.
