The program helped 175,600 families to receive new housing in the Far Eastern Federal District and 24,600 families in the Russian Arctic, the Far East and Arctic Development Corporation reports.According to the Corporation, in the Far East mortgage loans are most often issued in the Primorye Territory, Republic of Sakha (Yakutia), and Khabarovsk Territory. In the Arctic most of such loans have been provided in the Arkhangelsk Region, Krasnoyarsk Territory and Yamal-Nenets Autonomous Area.“The program of preferential mortgage lending in the Far East and the Arctic is intended to raise the quality of life for local population, lower the cost of housing and support the construction sector. Mortgage loans at 2 percent per annum are most affordable in the country and thanks to them over 200,000 families could purchase housing or built it on their land parcels under the Hectare program. This is why we will continue our work,” noted Deputy Prime Minister of Russia and Presidential Envoy to the Far Eastern Federal District Yury Trutnev.The Far Eastern and Arctic Mortgage program has been carried out since 2019. Over this time, it was possible to increase the amount of housing commissioned in the Far Eastern Federal District from 2.5 mln sq meters in 2019 to 4.7 mln sq meters in 2025 with the increase of total construction amount by over three times.Preferential mortgage loans are available in the Arctic and the Far East to young families, participants in the Hectare program, specialists relocating under the labor mobility programs, teachers and medical personnel, participants in the special military operation and defense industry workers. In 2025, the program was expanded to admit participants in the Rural Cultural Worker program, large families and personnel of the educational establishments, it also provides the opportunity to purchase housing at the secondary market in those inhabitant localities where there is no new construction.
