The key aspects of Russian-Chinese cooperation were discussed at an official meeting of Deputy Minister of the Development of the Far East and Arctic Vitaly Altabayev with Xu Xiangguo, Secretary General of the Heilongjiang Provincial Committee of CPC, held in the Victory Museum in Moscow.The deputy minister pointed out that a new special industrial and investment cooperation regime will boost the number of joint investment projects in the Russian Far East. These include international advanced development territories (international special economic zones or ISEZ), located in the regions adjacent to the Heilongjiang Province, namely the Zapadnaya (West) zone in the Primorye Territory, Bolshoi Ussuriysky Island in the Khabarovsk Territory, and the Rovnoye area in the Amur Region.The ISEZ projects include possible construction of a grain terminal in the Primorye Territory, an agricultural processing plant, the production of farming machinery and dairy and confectionery goods with investment totaling 21 billion rubles, and an industrial park in the Amur Region for the production of technological equipment. The project has been initiated by a Chinese company. The land plots have been assigned, and the parameters of the project are under discussion. A tourism project involving a branch of the Russia National Center and Friendship Park has been planned for the Russian part of the Bolshoi Ussuriysky Island.Secretary General of the Heilongjiang Provincial Committee of CPC Xu Xiangguo spoke about the importance of developing the Bolshoi Ussuriysky Island.Xu Xiangguo added that the Chinese side is considering signing an intergovernmental agreement on the establishment of an ISEZ on the Bolshoi Ussuriysky Island.The officials highlighted the development of transport and logistics cooperation. There are 14 crossing points on the state border between the Russian Far East and Heilongjiang. Freight traffic via them increased by 12.4 percent in 2025, reaching nearly 20 million metric tons.“This traffic can be further increased by the construction of a railway bridge near the settlements of Dzhalinda (Russia) and Mohe (China). This year, we plan to open a cross-border the Blagoveshchensk-Heihe cableway, which will make mutual travel faster and more comfortable,” Vitaly Altabayev said.

“Russia’s Far East regions and China’s Heilongjiang Province are strategic partners bound by years of friendship, good-neighbourliness and mutually beneficial cooperation. Russia accounts for 76 percent of Heilongjiang’s foreign trade, which increased in 2025. Russia and China are actively developing their investment cooperation. Chinese investors are involved in 93 projects in the Far Eastern Federal District with total investment estimated at around 1 trillion rubles,” Vitaly Altabayev noted.

“Our province will provide the necessary assistance to this project and advocate the relevant procedures at the government level. In light of the warm feeling between the people of China and Russia, the creation of Friendship Park will provide a solid public foundation for the further development of comprehensive cooperation between our countries. I believe that a Russian-Chinese forum in Khabarovsk will greatly contribute to the development of cooperation between our regions,” he stated.
