The new 26,000-square-meter passenger terminal at Nikolai Muravyov-Amursky Blagoveshchensk International Airport (Ignatievo) is set to begin full operations for domestic flights in April 2026. The regional Ministry of Transport and Road Facilities provided details on the upgrades at the border-area air hub to the “Arctic and Far East Development” news portal.

Located 15 kilometers northwest of Blagoveshchensk and less than 3.5 kilometers from the Russian-Chinese border, the airport’s new terminal expands its floor space by 3.5 times. It also introduces new amenities designed for passenger convenience, including four jet bridges and 23 check-in counters, including eight self-service kiosks. Arriving passengers can claim their baggage on three carousels.

“The terminal is designed to handle 1,000 passengers per hour: 600 on domestic flights and 400 on international flights,” the regional ministry noted.
A new security screening area with two checkpoints has been established. The departure lounge has doubled in size, and an additional third lounge has been added for business class passengers. The baggage claim area has also been reconfigured for improved efficiency.
The construction of the new terminal has had a notable impact on the local job market.
“As many as 124 new jobs were created to support the operations of Blagoveshchensk International Airport (Ignatievo),” the department added.
Destination map
Even while the reconstruction was underway in 2025, passengers could already fly to 22 destinations from Blagoveshchensk. Direct flights connected the city to major hubs across the Far East, Siberia, the Urals, and Moscow.
“Traditionally, the Blagoveshchensk-Moscow route has been the most popular. Over the course of the year, the airport handled more than 320,000 passengers on this route. The Blagoveshchensk-Novosibirsk route ranked second, with over 165,000 passengers, followed by Krasnoyarsk with more than 150,000 passengers,” the department reported.

The first flights on the Blagoveshchensk-Neryungri route (Sakha Republic) are scheduled to launch as early as April 1, 2026. International flights are expected to be transferred to the new terminal by the end of spring.

The upgrades extended beyond the terminal building to include the runway, which now features a new reinforced concrete surface measuring 3,000 by 45 meters.
Thanks to the reconstruction, a Rossiya Airlines Boeing 747 became the first wide-body aircraft to land at the airport in October 2025.
“This allows the airport to accommodate wide-body aircraft without takeoff weight restrictions,” the ministry noted.
According to the airport infrastructure renewal plan, repairs to the general aviation apron are scheduled for completion in 2026.
Blagoveshchensk and its environs
As of February 25, 2026, the airport’s parking complex has introduced new traffic and parking zones. Public transport now has access to the first lane, where a new bus stop has been installed.

“This will allow passengers to reach the airport entrance more quickly. A dedicated pick-up and drop-off zone has been designated for passenger vehicles and taxis. Separating traffic flows should reduce congestion at the terminal and improve overall traffic organization,” the ministry stated.
Running parallel to the extensive airport modernization, the road leading to the terminal is also being upgraded. Reconstruction of the airport access road began in 2025 under the national project Infrastructure for Life and will be carried out in four stages.
“During construction, the roadway will be widened to four lanes, traffic flows will be separated by barriers, and a new lighting system will be installed,” the ministry added.
The project also includes the construction of two roundabouts – one at the turnoff to Chigiri and another at the intersection with Klubnichnaya Street in Blagoveshchensk.
The second phase of reconstruction, covering a 6.2-kilometer stretch, is currently underway and is expected to be completed by fall 2027.

Flights to Tynda
Another airport in the Amur Region slated for reconstruction is Tynda, with restoration work planned for 2027-2030.
Design and estimate documentation for the Tynda airport reconstruction was originally developed in 2021.
“The client is currently working to finalize the technical specifications for updating the design and estimate documentation,” the Amur Region Ministry of Transport shared.
