Demographic Policy Strategy for the Far East through 2030 approved with projections until 2036
The document takes into account the geostrategic importance of the microregion, its spatial, natural, climatic and socioeconomic features and the current demographic situation, reads a press release of the Russian Government.
Proposals aimed at ensuring proactive social and demographic development include the maintenance of the competitive advantages of preferential regimes for attracting investment and conducting business. The implementation of housing construction support programs, transport connectivity projects, urban master plans and rural development and improvement projects will continue. More attention will be given to ensuring environmental and fire safety, as well as to monitoring and forecasting dangerous natural phenomena.
There are plans to increase the birth rate through additional support measures for large families and targeted assistance to families with special needs. Measures will be taken to continue the implementation of subsidized mortgage programs and the Far Eastern demographic package, which includes one-time payments for the first child and additional regional maternity capital for a second child.
Work will continue to renovate existing kindergarten and build new ones to help new parents combine their professional and parental responsibilities. Social support measures for families with children will be expanded, including through the development of daycare facilities for children aged up to three years and after school care at primary schools. There are plans to create support mechanisms for student families and the families of young teachers and researchers.
The strategy provides for improving access to medical care for people in outlying and difficult-to-reach territories, modernizing health, women’s and perinatal centers, as well as children’s outpatient clinics and hospitals, enhancing access to subsidized medications and medical goods, and improving the provision of personnel for medical facilities.
Programs designed to attract students and skilled workers to the Far East provide for encouraging the leading Russian and foreign universities to open their branches in the region, creating the necessary academic and recreation infrastructure, and joining forces with employers to create mechanisms to stimulate the employment of young professionals at Far Eastern companies and organizations, including through relocation allowances and the allocation of leased housing. In addition, programs will be launched to help students gain work experience in the Far East.
The strategy also stipulates measures to enhance the efficiency of the County Doctor, County Paramedic, County Teacher and Country Cultural Worker programs, and to apply them to other much-needed professional categories.
It has been pointed out that the main mechanism for the implementation of the strategy will be a comprehensive action plan, which the Ministry for the Development of the Far East and the Arctic is to create and submit to the Government within three months.
“Our main goal is to increase the population of the Far East to at least 7.86 million within ten years,” Prime Minister Mikhail Mishustin stated.
