Many Arctic areas were settled over 10,000 years ago, followed by northern areas of the Canadian Arctic Archipelago and Greenland.

The Arctic's inhospitable weather and other environmental challenges have limited human activity and settlement. The region represents one of the least populated areas in the world, with sparse nomadic communities and very few large cities and towns.

The Ministry of Construction and Housing and Utilities, together with the Ministry of Finance, is working on expanding the preferential mortgage program in the Arctic and the Far East, said Construction Minister Irek Faizullin during government hour in the State Duma.

“As part of the fine-tuning process that we are currently coordinating with the Ministry of Finance, proposals are being developed to expand the list of preferential categories in the Arctic, the Far Eastern Federal District, and the new regions. I believe that in the near future we will finalize these proposals together,” he said.

The Minister of Construction also noted that, starting April 1, the family mortgage program was extended to include the secondary housing market, covering, among other areas, the Arctic regions of Russia.
