First 29 families receive keys to new housing in Norilsk
The first 29 families have received keys to new apartments in residential buildings constructed for the first time in 30 years in the Arctic under Norilsk’s renovation program, according to a statement from the press service of the Krasnoyarsk Territory Governor.
The housing was developed as part of a comprehensive plan for the socioeconomic development of the northern capital of the Territory. Governor Mikhail Kotyukov personally supervised the construction process during regular working visits to the region’s northern areas.
“Housing construction is a key component of Norilsk’s comprehensive renovation plan. These new residential buildings in the Arctic city are the first to be erected in the past three decades. Priority for housing has been given to residents relocated from dilapidated buildings, pensioners, large families, and specialists with in-demand skills invited to work in the region,” the Governor affirmed.
He emphasized that the successful implementation of the comprehensive plan is facilitated through public-private partnerships, which enable not only the construction of new housing but also the modernization of utility infrastructure, the renovation of social facilities, and urban improvement.
A total of 29 families will celebrate their housewarming. The buildings were erected using modern technologies tailored to Arctic climatic conditions. The pile foundation extends to a depth of 20 meters, and smart heating hubs have been installed in the entrances. Each of the three six-story buildings contains 46 apartments, including 10 three-room units, 12 two-room units, and 24 one-room units.
In addition to central heating, first-floor apartments feature underfloor heating. The buildings are designed to accommodate residents with limited mobility, equipped with passenger-freight elevators and ramps. The surrounding areas have been landscaped, with children’s playgrounds, sports facilities, and parking spaces added.
“For many years, the city saw no new construction. I believe Norilsk is now entering a new phase of development… Today, the first residents have received keys to apartments in the inaugural completed buildings. May these keys symbolize the beginning of a new chapter in your lives – one filled with love, laughter, and joy in every corner of your homes,” Norilsk Mayor Dmitry Karasyov addressed the gathering.
Additionally, the Nornickel company is constructing four more apartment buildings in the city’s central district, slated for completion this year.
According to the press service, the instruction to implement the comprehensive plan for Norilsk’s socioeconomic development was signed in 2021 by Prime Minister Mikhail Mishustin. One of its top priorities is the renewal of the housing stock. A total of eight residential buildings are under construction as part of the renovation program, with four funded by the state budget and the remaining four financed by Nornickel.
