Khabarovsk Territory and Nenets Autonomous Area to allocate 26 billion rubles for social support

The Government of the Khabarovsk Territory is to spend about 20 billion rubles for 80 social support priorities, the local press service reports.

“Social support for families with children is an important national priority. The Khabarovsk Territory extends payments, allowances and compensations to over 70,000 families with children. All of these are included in 22 different social support measures that are aimed at improving the demographic situation in the Territory,” a spokesperson for the local Ministry of Social Protection said. 

In 2026, the local Government will introduce another two social support measures for families with children: a monthly payment to female university students following the birth of a child and a down payment to young women for the birth of the fifth and each subsequent child.

The local legislature has also passed a law, effective as of January 1, 2026, on expanding additional options for the use of the local Maternity Capital allowance. Now the funds can be spent to pay kindergarten fees and additional educational services. As of January 1, 2026, certain social payments were indexed by 4 percent in a regular procedure to raise the level of wellbeing for the locals, including families with children.

In the Nenets Autonomous Area, the local Government will allocate 6.4 billion rubles for social support and healthcare, Governor Irina Gekht reported.

This year’s budget’s planned social protection expenses amount to 3.7 billion rubles, including 472 million rubles set aside for social support of families with children, such as health resort-and-spa treatment, recreation, and children’s health promotion, including orphans and children left without parental care, and  children with disabilities and their caretakers. Over 660 million rubles has been reserved for social support of older citizens, including 462 million rubles in monthly old-age pension compensations;  81 million rubles in monthly payments to national-status veterans of labor, NAA veterans of labor, and equal-status persons; and 120 million rubles for lump-sum compensations to observe the Day of the Aged Person. Over 287 million rubles will be spent to support veterans of combat operations and armed conflicts and members of their families; 76.6 million rubles is set aside for reindeer herders and chum workers; and 177 million rubles is intended for specific categories of citizens.

A total of 2.7 billion rubles will be allocated for healthcare under the NAA state program.

In addition, the local authorities will step up occupational health examinations and medical checkups under the Long and Active Life national project to prevent progress of disease.
