Record number of loans issued in 2025 under the Far Eastern and Arctic Mortgage program

Over the past year, 46,600 subsidized mortgage loans were issued in the Far East and Arctic – 6 percent more than in 2024 and the highest figure in the program’s history – according to the press service of the Far East and Arctic Development Corporation.

In 2025, the subsidized housing loan program was expanded to include new categories of citizens while preserving its core financial terms, including a preferential interest rate capped at 2 percent per annum. The program was also extended to the secondary housing market in Far Eastern and Arctic communities where apartment construction is absent or limited to no more than two buildings.

“This approach ensures predictability, strengthens the program’s long-term social impact, and sustains strong demand,” said Elvira Nurgaliyeva, Deputy Minister for the Development of the Far East and Arctic.

Since the launch of the Far Eastern and Arctic Mortgage program, more than 189,000 families have benefited from it.
