The lumpsum of 100,000 rubles will now be paid not only to postgraduates, but also to senior students who may be admitted to teaching, said Arkhangelsk Region Governor Alexander Tsibulsky.

“The support will also apply to the students on non-teaching specializations, if they began to teach their major subject from the third year,” said the region’s head.

Moreover, the regional law has the term “a student family.” Such families are deemed young families and should be eligible to all measures of support in the beginning of their family life.

Alexander Tsibulsky pointed out that 55 percent of the regional budget are meant to finance education, health care, social policy, culture and sports.

He also said that starting January 1, 2026, a special tax regime called the Automated Simplified Taxation System will be introduced for small businesses in Primorye. It will allow entrepreneurs to choose a convenient rate: eight percent of income or 20 percent of income minus expenses. Meanwhile, the federal budget will compensate businessmen for the insurance payments.

“The companies using the Automated Simplified Taxation System do not pay the profit tax, the VAT and the property tax, and individual entrepreneurs are exempt from the VAT, personal income tax and the property tax. This will enable business to invest in its own development,” added the Governor.
