State Duma trims fishing regulations for indigenous Northern, Siberian and Far Eastern nations

From September 1, 2026, representatives of small indigenous nations in the Extreme North, Siberia and the Far East, as well as their communities, will be able to fish without submitting annual applications. Instead, they would be expected not to exceed annual quotas to be announced by regional authorities. On June 24, the State Duma passed the final version of this bill.

The Government supported the idea of abolishing red tape and making things easier for small indigenous peoples in the Far North. However, the document’s final version does not contain provisions allowing communities to claim the right to catch more fish.

“The bill was discussed for a long time and rather actively, and we will continue our joint work,” State Duma deputy Yelena Yevtyukhova noted.

She also drew attention to the fact that current fishing regulations would remain in effect until September 2026, and until then, representatives of small indigenous peoples and their communities would have to submit applicationsfor fishing.
