Preferential treatment bill for FEFD and Arctic to be presented in May 2026

The new single preferential regime will be exterritorial, which means that the benefits will be intended for investment projects exceeding 10 million rubles, Deputy Minister for the Development of the Russian Far East and Arctic Vitaly Altabayev told the State Duma Committee of the same name at its meeting.

“The new preferential regime will incorporate all the preferential regimes that are now in effect. The basic set of benefits will correspond to that authorized for priority development areas. The amount of benefits will depend on whether or not a business pays its way. This is the key feature of the single preferential regime,” he said.

The package of most coveted support measures includes profit tax relief, premium rebate, property tax relief, free customs zone regime, tender-free land acquisition, and reimbursement of infrastructure expenses. It is planned that the bill will be signed into law and come into effect in January 2027.
