Putin gives new instructions on Arctic development

President Vladimir Putin approved a list of instructions on the development of the Arctic zone after a working visit to Murmansk at the end of March; the document was published on the Kremlin website.

The president set the following tasks:

• to complete the construction of the bridge across the Ob River as part of the Northern Latitudinal Passage by 2029;
• to renovate the airport in Vorkuta by 2030;
• to build a new airport in Yefremov Bay, Taimyr Peninsula, in 2027−2029;
• to launch the Volkhov-Murmansk main gas pipeline by 2030;
• to decide on the construction of two nuclear icebreakers no later than 2026;
• to set a schedule for the resettlement of dilapidated housing in the Arctic regions by 2035;
• to extend the Affordable Rental Housing in the Far Eastern Federal District program to the Arctic;
• to approve the economic model of the Transarctic Transport Corridor;
• to work on the issue of establishing joint organizations with foreign participation for the transportation of goods along it;
• to assist in creating of the Snezhinka (Snowflake) international Arctic station in Yamal by 2028;
• to allocate at least ten billion rubles annually for infrastructure in Arctic settlements where the military personnel are stationed;
• to submit proposals on the creation of a spacecraft constellation to monitor the waters of the Northern Sea Route;
• to develop proposals for updating the provisions of executive orders on the fundamental state policy in the Arctic and the strategy for the development of the Arctic zone;
• to approve comprehensive plans for the long-term development of key settlements of the Arctic zone;
• to develop the idea of ​​creating landing sites for cargo UAVs in the Arctic regions;
• to consider including measures to develop the tourism infrastructure of the White Sea in the Five Seas and Lake Baikal project;
• to submit proposals on the development of tourist clusters in the Arctic regions;
• study the issue of building small-tonnage ice vessels for transporting passengers in the Far East and the Arctic.
