Yury Trutnev: Kuril Islands implementing 55 investment projects under two preferential regimes

Agreements worth 38 billion rubles have been signed in the region, and 1,900 jobs have been created, Deputy Prime Minister – Presidential Plenipotentiary Envoy in the Far Eastern Federal District, Yury Trutnev, noted at a meeting on current issues, chaired by Prime Minister Mikhail Mishustin.

According to Trutnev, investors are mostly interested in developing the tourism industry which accounts for 34 of all projects. Six projects are implemented in the IT sphere, and the construction industry implements five projects.

Modern hotels have already been built on the islands of Iturup and Kunashir. A new hotel is being completed in Severo-Kurilsk, and work is underway to establish a tourist cluster.

“New hotels, tourist operators and cruise liners have attracted more tourists to the region. In 2025, 58,000 people visited the Kuril Islands; this is nearly 100 percent more on 2024,” the Deputy Prime Minister added.

The region implemented some other important projects, including construction of crabbers and a fish-processing plant, as well as the organization of multi-modal freight transport networks.

Budgets of all levels received tax proceeds worth 2.8 billion rubles.

“We continue to work with investors. In 2025, 15 more companies obtained resident status in the Kuril Islands, followed by three more companies in January 2026,” Yury Trutnev noted.
