The Hectare program has become a key instrument for the development of the Far Eastern Federal District and the Arctic in 2025
In 2025, 21,600 people obtained land plots under the program for free, which is 24 percent more than the year before. In total, almost 19,000 land plots of over 13,000 hectares have been granted, as Deputy Minister for the Development of the Far East and the Arctic Elvira Nurgalieva reported at the January hearings.
In 2025, the Republic of Sakha (Yakutia) became the leader by the number of land plots provided in the Far Eastern Federal District, where people received 6,343 land plots or 37 percent of the total number of all hectares provided there.
In the Arctic most active was the Murmansk Region – 51 percent of all land plots granted in the Russian Arctic.
According to the Deputy Minister, the 2025 results prove the demand for the program. And the mechanism of land plots granting will be improved.
“From 2026 on, people will be able to document their ownership of the hectare fully online: choose a land plot in real-time mode on the interactive map of the National Spatial Data System, draw its plan, submit an application, sign the documents and receive the land without leaving the portal. “This makes the service of receiving free land in the Far East and the Arctic one of the most technologically advanced in the system of public services,” said Elvira Nurgalieva.
