Murmansk Region’s authorities propose expanding access to low-interest Arctic mortgages

The Government of the Murmansk Region has proposed extending eligibility for discounted mortgages under the Far Eastern and Arctic Mortgage program to include Indigenous Peoples of the North (IPN), according to the regional Ministry of Construction.

This is not the first initiative aimed at stimulating regional development. In 2024, the requirement for teachers and healthcare workers to have five years of professional experience was scrapped: now, just three months of service is sufficient to qualify for the program.

Regional authorities have also suggested extending the program to include large families, veterans of military operations, and employees of the Russian Interior Ministry.  However, this proposal has not yet received federal support.

In January-June 2025, the total value of loans issued under the Far Eastern and Arctic Mortgage program in the Murmansk Region reached 4 billion rubles. Since the program’s launch, more than 1,000 loans have been granted in the region.
