Russia to formulate new socio-economic development strategy for the Far East through 2030
The new regional development strategy, with a planning horizon extending to 2036, will replace the current plan expiring in 2025. It is to be finalized by July 15, 2026, according to a government press release.
The Ministry for the Development of the Russian Far East will lead the effort, collaborating with other federal agencies and the governors of all regions within the Far Eastern Federal District.
“Today, the Far East has established a robust, modern resource and industrial base. This foundation will enable us to harness the vast potential of every region – not only in industry, but also in tourism, agriculture, renewable energy, the creative sectors, and many other fields,” Prime Minister Mikhail Mishustin emphasized.
Upon the Prime Minister’s instructions, several supporting documents will be developed alongside the main strategy.
The Ministry of Energy and the Ministry for the Development of the Russian Far East are tasked with drafting a plan for the region’s power industry development through 2050 by September 1, 2026. By the same date, they must also formulate a program for gas supply and infrastructure expansion through 2036.
Furthermore, the Prime Minister directed the Ministry of Transport, together with Russian Railways, to ensure the timely implementation of the investment project to modernize the infrastructure of the Baikal-Amur Mainline and the Trans-Siberian Railway.
In the social sphere, the Ministry of Health and regional leaders have been instructed to intensify efforts to enhance the accessibility and quality of healthcare, particularly in remote and hard-to-reach areas.
Separately, the Ministry of Education, the Far East Development Ministry, and the Ministry of Finance will update educational materials for schools in remote locations and provide additional support to teachers by September 1, 2026.
To boost tourism, the Ministry of Economic Development and the Far East Development Ministry will develop a model for attracting international visitors to the region and report their progress by July 1, 2026.
Meanwhile, the Ministry of Agriculture and the Federal Agency for Fisheries will work with regional authorities to draft a set of measures for developing coastal fisheries, aimed at supporting local communities.
