Today, a special legal regime and three Priority Development Areas established in the Arctic Zone of Russia have made it possible to attract 2.6 trillion roubles in investment to the region, Yury Trutnev, the Deputy Prime Minister – Presidential Plenipotentiary Envoy to the Far Eastern Federal District, said at a meeting of the Council for the Protection of Russia’s National Interests in the Arctic and the Development of National and International Maritime Transport Routes.
According to Yury Trutnev, the situation around the Russian Arctic has changed over the past five years. The existing PDAs - Chukotka, Capital of the North, and Capital of the Arctic - have enabled investors to begin implementing more than a thousand projects, and in the future, the volume of investment will only grow, contributing to the development of the Trans-Arctic Transport Corridor.
“Under the already concluded agreements, the total volume of investment in the Arctic Zone of the Russian Federation will exceed 30 trillion roubles by 2036. Products manufactured by residents <…> have effectively formed the cargo base of the Trans-Arctic Transport Corridor. Over the past decade, cargo traffic along the Northern Sea Route has grown from 4 million tonnes in 2014 to 38 million tonnes in 2024,” – stated Yury Trutnev.
Separately, the meeting discussed the development of the Trans-Arctic Transport Corridor. As noted by the Plenipotentiary Envoy, during its establishment, special attention was given to international transport. Consequently, in the 2025 navigation season, foreign shippers undertook 24 voyages along the NSR with 410,000 tonnes of cargo, which is 2.2 times more than a year earlier.
“We see great prospects in developing partnerships with India and China. A number of projects are being implemented with China’s participation in the Arctic Zone of the Russian Federation. The Republic of Korea and Vietnam have expressed interest in cooperation on the Trans-Arctic Transport Corridor,” added Yury Trutnev.
In turn, the Presidential Aide and Chairman of the Maritime Board, Nikolai Patrushev, proposed introducing a convoy model of nuclear icebreaker escort for vessels in the Arctic.
“In order to ensure year-round navigation along the Trans-Arctic Transport Corridor, we need to introduce a convoy model of nuclear icebreaker support with immediate effect and not postpone this to an indefinite period,” he emphasised.
