Blagoveshchensk hosted a news conference on the Far East’s new socioeconomic development strategy, held on the sidelines of the AmurExpo – 2026 Russian-Chinese forum. Answering a question from the Russian Arctic and the Far East Development website, Director of the Eastern State Planning Center (Vostokgosplan) Mikhail Kuznetsov said that the key distinction of the new strategy is its focus on improving the quality of people’s living environment.He also specified that the new strategy is designed for 10 years, with certain indices projected into the 2050s.Mr. Kuznetsov also noted the significant progress achieved under the previous Far East development strategy.Mr. Kuznetsov also mentioned the participation of FEFD residents in drafting and discussing the new strategy.Yevgeny Merkulov, Director of the Far Eastern Institute of Management, a branch of the Russian Presidential Academy of National Economy and Public Administration, pointed out that successful implementation of the new strategy requires both the employment of new personnel and the retention of specialists already working in the Russian Far East.The new socioeconomic development strategy aims to transform the Russian Far East into a region with a hi-tech economy, modern infrastructure and comfortable living conditions, while strengthening its positions in cooperation with Asia Pacific countries.Currently, the project is under public discussion in FEFD regions. It is planned that the document will be submitted to the Government of Russia by July 15, 2026. The strategy was drafted at President Vladimir Putin’s instruction following the Eastern Economic Forum 2025, with the involvement of the Vostokgosplan.

“We are quite clear on how to implement this. We have incorporated these details into both the urban environment quality index and the housing availability index. Even the composition of the strategy’s indices reflects this emphasis on the quality of the urban environment,” Mr. Kuznetsov said.
He also specified that the new strategy is designed for 10 years, with certain indices projected into the 2050s.
“We are deliberately extending this horizon because a region as vast as this requires longer-term planning,” he said.
Mr. Kuznetsov also noted the significant progress achieved under the previous Far East development strategy.
“We are 100 percent ahead of the rest of the country in investment growth. The economy is growing, as are industrial production volumes. This positive assessment is corroborated by opinion polls,” he said.
Mr. Kuznetsov also mentioned the participation of FEFD residents in drafting and discussing the new strategy.
“We operate under the principle of developing everything collaboratively, the not behind closed doors,” he said.
Yevgeny Merkulov, Director of the Far Eastern Institute of Management, a branch of the Russian Presidential Academy of National Economy and Public Administration, pointed out that successful implementation of the new strategy requires both the employment of new personnel and the retention of specialists already working in the Russian Far East.
“To implement the strategy effectively, we need to train new personnel. Simultaneously, we must address the personnel drain problem in the Far East by motivating both young people and professionals with the skills necessary for implementing projects in the Russian Far East,” Mr. Merkulov said.
