The sixth meeting of the Russia-China Intergovernmental Commission for Cooperation and Development of the Far East of the Russian Federation and the Northeast of the People’s Republic of China took place in Harbin.
According to the official website of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District, the meeting was attended by Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yury Trutnev and Vice Premier of the State Council of the People’s Republic of China Zhang Guoqing.

“Despite the current global instability, trade and economic relations between our countries continue to strengthen, fostering sustainable growth and long-term economic development for both nations. Over the past eight years, trade between the Russian Far East and China has increased nearly 2.5 times, surpassing 1.7 trillion rubles in 2025,” Yury Trutnev said.

As Minister for the Development of the Russian Far East and Arctic Alexei Chekunkov emphasized, priority areas of cooperation will include the deepening of industrial partnerships, the launch of new investment initiatives through the mechanism of international territories of advanced development, the modernization of border infrastructure, and the expansion of technological cooperation.
In addition, joint development efforts are planned for Bolshoy Ussuriysky Island. According to Yury Trutnev, cross-border, financial, scientific, technological, and recreational infrastructure facilities are set to be established on the Russian side between 2026 and 2028. The island will also host a branch of the Russia National Center as well as a Friendship Park.
The expansion of bridge capacity, border checkpoints, and transport corridors will continue. Key initiatives include the modernization of the Blagoveshchensk-Heihe and Nizhneleninskoye-Tongjiang border crossings, alongside the development of transport infrastructure on Bolshoy Ussuriysky Island. A proposal has already been submitted to build a new bridge connecting Dzhalinda and Mohe.
Tourism cooperation has likewise been identified as a highly promising avenue for bilateral engagement. At present, nearly 300 tourism-related projects are being implemented across the preferential regime zones of the Far Eastern Federal District with government support, representing investments exceeding 330 billion rubles.
In conclusion of the meeting, Yury Trutnev underscored the dynamic advance of relations between the two countries.
“The Russian government remains open to dialogue and will continue to support the implementation of Chinese investment projects in the Far East,” Trutnev said.
