Arkhangelsk Region Governor reports on regional government’s performance and answers deputies’ questions

Governor of the Arkhangelsk Region Alexander Tsybulsky has presented a government performance report for 2025 and answered questions from deputies. The parliament members put forward several proposals concerning the Pomorye region’s socioeconomic development, the Press Service of the Arkhangelsk Region Government reports.
The governor received questions regarding measures to improve the education system. The deputies noted the similarity between the scopes of work for the Ministry of Education and the Ministry of Science, Higher Education, Scientific and Technological Development of the Arkhangelsk Region.
The governor responded that education system improvements are always discussed publicly, and decisions are made based on relevance and expediency.
“We always openly discuss any improvement measures with deputies and the local public. When it comes to the education system, our main intention is to ensure that children’s interests are met. The schools that were closed over the reporting period are the facilities with no students or barely any students. We must be objective: these conditions can’t provide children with quality education. <…> Children are the future of our country and it is primarily our responsibility to determine how we raise them and what knowledge we give them,” Alexander Tsybulsky stressed.
Furthermore, the governor clarified that the establishment of a regional ministry of science is in line with one of the state’s key priorities, which is to achieve scientific and technological leadership. Among other objectives, the ministry focuses on the implementation of the Arctic Star multi-university campus that will be built as part of the Youth and Children national project, at the instruction of President Vladimir Putin.
“First of all, the ministry will work on substantive campus development, attracting investors, employers, and creating research centers,” the governor added.
Another question concerned the expansion of social support measures – specifically, allocation of land for private housing construction. The deputies proposed including unused farmlands into the inventory of available sites.
The governor supported the initiative: “I think it is obvious that a share of the agricultural lands in the region can be repurposed at this point. <…> Such lands require essential infrastructure, to make them potentially available for private housing construction.”
Finally, the governor answered questions about public initiatives and their implementation. He noted that the administration will continue to support them, with due consideration for its priority obligations and most significant areas of the region’s socioeconomic development.
