Alexei Chekunkov unveils draft strategy for the socioeconomic development of the Far Eastern Federal District at the State Duma

Minister for the Development of the Russian Far East and Arctic Alexei Chekunkov, took part in parliamentary hearings at the State Duma and rolled out a document, now being drafted on instructions from the President. According to the Government’s official Telegram channel, the new strategy for the socioeconomic development of the Far East until 2030 and the 2036 planning period is based on five key guidelines. Top-priority goals include the creation of an economy of the future, boosting standards of living, training personnel and launching hi-tech projects.
The document aims to commission new power-generating facilities (+ 12.8 gigawatt), to expand gas supply networks by over 50 percent, to increase the annual capacity of the Baikal-Amur Mainline and the Trans-Siberian Railway to 270 million metric tons. Port capacities will soar by 136 million metric tons, 25 airports will be upgraded, and regional passenger traffic will reach four million per year.
Additionally, the processing industry will grow 5.2-fold, the gas chemistry and petrochemistry sector will become the main driving force. The hi-tech sector, including the aerospace and shipbuilding industries, new radio-electronics centers and the Innovative Science and Technical Center on Russky Island, will expand 2.2-fold.
There are also plans to expand annual investment volumes to 8.6 trillion rubles. The Far Eastern Federal District will account for 7.4 percent of the national GDP, labor productivity will soar by 46 percent, and the rated capacity of power-generating facilities will reach 29.4 gigawatt. Average life expectancy will increase to 81 years, and per-capita housing volumes will total 38 square meters.
In all, 140,000 jobs will be created, and actual incomes will increase by 40 percent. Tourist traffic will increase, including over 2.5 million foreign tourists annually. The migration increment will reach 40,000 people annually, and birth rates will also increase.
Public hearings of the draft document are now underway in Far Eastern regions. The document is to be submitted to the Government by July 15, 2026.
